Compliance Specialist

Job Summary

Harford Mutual Insurance Company is looking for a Compliance Specialist to support the Commercial Business department as they ensure compliance with state and market conduct filings.

Essential Duties

  • Evaluates and interprets new and existing Federal and State regulations.
  • Maintains knowledge of regulations that impact the industry and conduct service guideline audits.
  • Develops and reviews policies and procedures and other documentation needed to demonstrate compliance.
  • Assists in the research, development, and testing of all relevant program changes.
  • Updates the Company Portal for the Underwriting Department with all changes to manuals, forms, state exceptions and informational releases.
  • Maintains all underwriting compliance spreadsheets.
  • Gather necessary documentation and set up State Filings to submit to the Department of Insurance in all licensed states for all lines of business.
  • Reviews, analyzes, and interprets all bureau circulars, bulletins, and manual pages and requests the appropriate system changes.
  • Works collaboratively with internal and external customers.
  • Performs other duties or special projects as required or as assigned by a supervisor.

Job Requirements

  • Minimum of 2 year degree (Associates)
  • 3 to 5 years commercial insurance experience with previous compliance experience a plus
  • Demonstrates technical expertise and product specific knowledge
  • Demonstrates sensible judgement and meticulous attention to detail
  • Strong collaborating skills, and an ability to work effectively both independently and as part of a team
  • Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive

SIU Manager

Job Summary

Harford Mutual is seeking an SIU Manager to initiate and manage suspected fraudulent claims involving medium to high complexity matters within all lines of business.  Provide advice, direction, support, and counsel to the claims and underwriting departments on the detection, investigation, and litigation of suspected fraudulent claims.

Essential Duties

  • Develop policies and procedures for file documentation and reporting of investigative findings and conclusions
  • Develop and maintain detailed, accurate and timely case records by following established policies and procedures for file documentation and create comprehensive reports of investigative findings and conclusions
  • Develop and maintain confidential, effective, and accurate online records, databases, or filing systems that provide a quick reference source for information on fraud investigations, policies, procedures and other department activity
  • Initiate and manage suspected fraudulent claims involving medium to high complexity within all lines of business
  • Develop and execute investigation strategies in collaboration with claim professionals, counsel, experts, insureds, and other stakeholders
  • Conduct detailed analysis and complete investigations of suspected claim and/or provider fraud including premium fraud
  • Generally manages investigation activities independently and coordinates/ oversees vendor service partners in the field.
  • Makes recommendations and/or resolutions by presenting findings and proposing solutions to claims of suspected fraud
  • Knowledge sharing with outside agencies by presenting cases of suspected claim/fraud and/or testifying on behalf of the company in civil or criminal matters.
  • Coordinates fraud training among all departments within the Company
  • When required, responsible for updating/filing Corporate Fraud Plans with State Insurance Departments.

Job Requirements

  • Four-year college degree or comparable work experience
  • Minimum three-five years of experience conducting investigations in the area of a) insurance and premium fraud, b) law enforcement, c) civil or criminal litigation, or d) similar field
  • Previous supervisory experience a plus
  • Completion of or participation in a designation related to fraud investigations (e.g., CFE, CIFI, FCLS, or similar)
  • Solid knowledge of property & casualty claim handling practices
  • Strong technical knowledge of practices and techniques related to investigations and fact-finding
  • Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive

Auto/Casualty Claims Examiner

Job Summary

Harford Mutual is seeking a Claims Examiner to review, evaluate and process third-party, commercial auto and casualty claims. Candidates will be expected to efficiently and competently handle bodily injury, property damage, and extended medical benefits claims in Mid-Atlantic Region. This position requires comprehensive knowledge of, and familiarity with, the following: commercial automobile and general liability coverages, litigation management, experience with evaluating bodily injuries, understanding general liability principles, and relevant premises and auto liability case law.  Familiarity with MD, DE, NJ and PA Uninsured/Underinsured Motorists’ coverage is a plus.

Essential Duties

  • Conducts prompt and thorough investigation of claims within departmental and regulatory guidelines.
  • Documents claim file activity and telephone conversations appropriately.
  • Pro-actively communicates with claimants, policyholders, and underwriters to resolve investigative issues.
  • Establishes, communicates and manages claimant and policyholder expectations.
  • Evaluates bodily injury and property damage exposures.
  • Utilizes most efficient means to obtain claim information.
  • Acts in full compliance with departmental procedures and Unfair Claims Practice regulations.
  • Responds to customer service issues within required timeframes.
  • Investigates claim personally or through assignment of adjusters, attorneys, experts, and/or appraisers.
  • Collaborates with team members and management in identifying customer service opportunities.
  • Manages some litigated files.
  • Attends mediations, arbitrations, et al.
  • Negotiates claims settlements with third parties.

Job Requirements

Software Engineer II

Job Summary

Harford Mutual is seeking an experienced Software Engineer to support the Information Technology Team.  This position works independently on complex subroutines and assists in the development of major system modules and applications.  They perform various levels of programming and development on moderate to medium size projects and third-level programming/development on large-scale projects.

Essential Duties

  • Collects requirements and specifications from Business Analysts, IT Management, and/or Project Leader with an understanding of the scope and build level of effort. Coordinates development and testing of all modules per conformance with established departmental guidelines, policies and practices as well as industry standard guidelines.
  • Performs acceptance testing and program implementation for assigned systems and/or projects.  Conducts thorough problem analysis in regard to technical system and application programs; documents findings and proposes problem resolution alternatives.
  • Provides support, maintenance and ongoing enhancements to projects in addition to writing technical and end-user documentation.
  • Participates in full life cycle application development, including designing, coding, testing, and debugging.
  • Creates and maintains documentation of all processes and procedures according to company polices procedures and standards.
  • Manages business relationships, ensuring data is produced and delivered on a timely basis.
  • Implements continuous improvement processes by providing feedback to management concerning possible problems and areas of concern.  Makes recommendations to implement improved processes.

Minimum Qualifications

  • Minimum of a four (4) year Bachelor of Science degree majoring in Computer Science/Information Technology program.  Experience can be substituted for a college degree.
  • 3-5 years’ experience.
  • Working knowledge of CSS, MS SQL (database and query skills), HTML, and JavaScript programming in an application/workflow environment.
  • Knowledge of System implementation and system integration processes.
  • Exceptional analytical, conceptual and problem-solving abilities.

Premium Auditor

Job Summary

This position conducts on-site audits of commercial accounts to determine the appropriate classifications and exposures to be used as the basis of premium.  This role assembles facts and data having a bearing in the determination of actual earned premiums for specific classes of casualty insurance including workers' compensation, auto liability, and public liability.

Essential Duties

  • This position conducts audits on commercial accounts to validate the accuracy of classifications and premium basis within a defined geographical area. 
  • Scheduling audit appointments require advance contact with insured’s, and/or agents.  Travel must be scheduled within the assigned area to allow for completion of a maximum number of audits.
  • This position will require the ability to be on the road conducting physical on-site audits at least 75% of the time.
  • The incumbent must complete an audit based on industry standard rules and interpretation for that jurisdiction.
  • Audits include a physical inspection of the insured’s books to obtain the audit exposures.
  • The Auditor should conduct a brief tour of the insured premises to verify hazards and to document any changes in the insured’s operation.
  • The Auditor should send notifications to Underwriters of any unusual conditions that may affect the premium or classifications.
  • The Auditor is to interact with agents and associates to communicate and support the audit results.
  • Performs other duties or special projects as required or as assigned by a supervisor.

Job Requirements

  • Minimum of 2-year degree; Prefer Bachelor’s degree in Accounting, Finance, Insurance, or equivalent education.
  • Two years of audit experience preferred
  • PAAS Certification or other industry designation (APA or CPCU) preferred
  • Ability to travel at least 75% of the time to support audits
  • Solid analytical and organizational skills
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving skills along with the ability to make independent, informed decisions.
